The Kobutsu-sho is a national licence that is obtained from the Prefectural (State) Police Headquarter. It serves as a seal of approval that all used cars sold to you by Pacific Auto Deals (PADs) meet Japan's and Interpol's stringent requirements to prevent auto theft and or falsification of the automobiles' history.
